Acting on behalf of a local government, the WIRC can ensure that funding opportunities for local improvements are made known to local representatives. The WIRC staff can help a community and its local government to formulate a comprehensive plan unique to its own specific community development needs. These services, plus the assistance in the implementation of projects once funded, puts the WIRC Community Development staff in a full service capacity to communities.
Human Services Transportation Plan (HSTP)
The Human Services Transportation Plan is administered through the Illinois Department of Transportation (IDOT). Initiated in 2007, this effort is the first of its kind to introduce the concept of coordinating public transportation systems on a regional and local scale. The WIRC is the designated rural planning organization responsible for the coordinated transportation planning for Region 4 (Adams, Brown, Hancock, Henderson, McDonough, Pike, Schuyler and Warren counties) and Region 7 (Cass, Christian, Logan, Mason, Menard, Morgan, Sangamon, and Scott counties). The initial plans were prepared by the WIRC, with significant input from each Regional Transportation Committee, adopted, and submitted in January 2008. The plans are considered working documents and will be revised in an on-going process.
